Fascia, Soffit and Gutter Quotes: Cap-Over or Full Replacement?
Fascia, soffit and gutter replacement runs £90–£150 per linear metre fitted, or £1,400–£5,400 for a house. How to check cap-over, scaffolding and gutter fall.
What does fascia, soffit and gutter replacement cost, and is cap-over acceptable?
Quoted as a package, fascia, soffit and gutter replacement costs £90–£150 per linear metre of roofline supplied and fitted, with a standard two-storey semi typically at £110–£130 per metre. Whole-house totals sit between £1,400 and £5,400 once access is included. Cap-over, where a thin uPVC board is fixed over the existing fascia rather than replacing it, is a legitimate technique on sound timber and indefensible over rot, and the single most important thing your quote can tell you is which of the two you are being sold. The work itself is not normally notifiable building work, but the rainwater it carries is regulated: requirement H3 of Schedule 1 to the Building Regulations 2010 says adequate provision must be made for rainwater to be carried from the roof of the building.
That is the whole problem with roofline quotes in one paragraph. Two firms can look at the same house, write down the same words - "supply and fit new fascias, soffits and guttering" - and mean two completely different jobs at two completely different prices. One is stripping the timber back and starting again. The other is screwing a cover board over whatever is there. Both are honest ways to describe what they are doing. Only one of them is worth £3,000.
Why the per-metre rates do not add up
Roofline is almost always priced as a package, and the package rate per metre is lower than the sum of its parts. That is not a discount anyone is granting you. It is because the expensive part of the job is getting a fitter safely up to eaves level, and you only pay for that once.
Measure your own roofline before you read a single quote. It is the eaves run along the front and back of the house, plus any bargeboards up the gable ends. A three-bed semi commonly lands somewhere between 18 and 24 metres, but the variation between houses of nominally the same size is large, so measure rather than assume. Once you have a number, every quote becomes checkable.

Some published cost guides quote higher, in the region of £115–£185 per metre fitted. Those figures usually have access folded into the rate rather than listed separately, which is worth knowing before you conclude that a £120 per metre quote is the cheap one.

These rates are a benchmark drawn from published UK cost guides and the quotes we see, not a price list. Regional variation is wide, and a London or South East quote will usually sit above these bands.
Add those up and you get £160–£300 per metre, roughly double the package rate. Nothing is wrong with either set of numbers. A standalone job carries the entire cost of access, mobilisation and a minimum day charge against one item, so it prices high per metre. This is the honest version of the advice you will see elsewhere about "combining work to save money", and it is why we are not going to put a pound figure on the saving: roofline is normally sold as a package anyway, so for most homeowners it is not a live decision. It only becomes one when someone quotes you for gutters alone.
Downpipes are usually priced per run rather than per metre, so expect a separate line for each one, including the bracket fixings and the shoe or connection at the bottom.

Longer or more complicated rooflines than these sit above the band and should be priced individually rather than benchmarked. Multiple gables, dormers, a bay window roof, or a run that crosses over a conservatory all add time and access cost that a per-metre rate will not capture.
Access is the line most likely to be missing. Scaffolding for a two-storey roofline job typically runs £600–£1,500, and on a smaller house it can be close to a third of the total bill. The reason it prices below the £1,500–£2,500 full-wrap figure in our scaffolding cost guide is that roofline is a short hire, often a few days rather than the six to eight weeks a re-roof needs, and it usually only needs eaves-level lifts on the elevations that have gutters.
Roof edge work is high-risk work. HSE guidance on roof work is explicit that sloping roofs need scaffolding to prevent people or materials falling from the edge, plus edge protection at the eaves. A quote that assumes a fitter will do a full two-storey roofline off a ladder is not a cheaper quote, it is an unsafe one. Under regulation 7 of the Construction (Design and Management) Regulations 2015 a domestic client's duties pass to the contractor, so the firm cutting the corner is the firm carrying the legal duty. That does not make an accident at your house painless, so ask to see the firm's public liability cover before anyone goes up.
Cap-over versus full replacement, and how to tell which you need
Cap-over means leaving the original timber fascia in place and fixing a uPVC capping board over the front of it. The capping board is usually around 9mm, and what matters is the edge detail: sealed where the water runs, open where the timber behind still needs to breathe. On sound, dry timber this is a perfectly respectable method. It is faster, it costs less, and it keeps the original board doing the structural job it was already doing: holding the gutter and the bottom edge of the roof covering.
The abuse is capping over rotten timber. Rot does not stop because it has been covered up. It carries on, the timber softens, and the screws holding both the capping board and the gutter brackets progressively lose their grip. The failure shows up as a sagging gutter run or a board that has dropped at one end, typically within a few years of the money being spent, and by then the capping has to come off again before anything can be fixed properly.
Here is how to test the timber yourself before anyone quotes, from ground level and from a ladder you are comfortable on:
- Push a screwdriver at an upward angle into the bottom edge of the fascia at several points along each run. Sound timber resists. Rotten timber takes the tip with almost no pressure.
- Look at the underside of the soffit for staining, blown paint or delamination in the ply. Soffit rot is usually a symptom of an overflowing gutter above it, and if you fix the board without fixing the fall you will be back.
- Check the corners and the ends of runs first. Rot starts where water sits and where two boards meet.
- Look at the wall directly below the gutter line for green algae staining or tide marks, the same check we cover in the spring maintenance walkaround.
If the timber is sound, ask for cap-over pricing and take it. If it is soft anywhere, a cap-over on that elevation is money thrown away, and any fitter who tells you otherwise has told you something useful about themselves.
Ask for the scope in writing, elevation by elevation. The two phrases you want to see are either "strip existing fascia and soffit back to the rafter feet, replace with new" or "cap over existing fascia where sound, confirmed by inspection". A quote that just says "supply and fit new fascias and soffits" does not tell you which one you are buying, and the price gap between them can be £1,000 or more on a semi.
The other thing a full strip buys you is a look at the rafter feet. Once the fascia is off, the ends of the rafters are visible, and on an older house with a long history of gutter overflow they are often the thing that has actually failed. That work is unpredictable and should be handled with a stated allowance rather than an open-ended day rate. Our explanation of provisional sums covers how that should appear on the page.
The details the gutter line should specify
A gutter is a simple product installed badly more often than almost anything else on a house. Three numbers decide whether it works.
Fall. Approved Document H sets no minimum gutter fall. Paragraph 1.6 says only that gutters "should be laid with any fall towards the nearest outlet", and the capacity figures in its Table 2 assume a gutter laid level. Trade practice on a domestic eaves run is a shallow fall of about 1:350, roughly 3mm per metre, towards the nearest downpipe. Too little and water stands in the run. Too much and it overshoots the high end in heavy rain and visibly drops away from the fascia line.
Bracket spacing. Manufacturer fixing guidance for standard half-round and ogee profiles is a maximum of 1 metre centres in normal exposure, tightening to around 800mm where snow load or exposure is high, with extra brackets either side of every joint, at angles and at running outlets. Ask which system is being fitted and hold the fitter to that manufacturer's instructions, because a guarantee claim is judged against those, not against a rule of thumb. Profile and size. 112mm half-round with 68mm downpipe is the common domestic default, but it is not automatically the right answer. A long run serving a large roof area, or a run picking up discharge from a higher roof, may need a deeper profile such as deepflow or ogee. Capacity is a calculation, not a preference, and BS EN 12056-3 is the standard that governs it. If a quote proposes a like-for-like swap on a house that has always overflowed in a downpour, ask whether the existing size was ever adequate.
Requirement H3 of the Building Regulations 2010 covers rainwater drainage, and Approved Document H is the guidance that shows how to meet it. Rainwater must be carried from the roof and discharged to an adequate soakaway or infiltration system, a watercourse, or a sewer, in that order of preference. A downpipe that simply ends above open soil next to the wall is not meeting that, and it is a common cause of the damp the homeowner called about in the first place.
What goes wrong
Cap-over sold as a full replacement. The most common complaint in this trade, and it is almost always a wording problem rather than deliberate fraud. The homeowner reads "new fascias" and pictures new timber. The fitter means a new plastic face. Get the method written down per elevation before you accept a price, and pay a deposit of no more than 10% to 15% until you have it.
Eaves ventilation blocked by the new soffit. A cold roof, where the insulation sits at ceiling level, relies on air moving through the roof void, and BS 5250 is the code of practice that sets the provision: the equivalent of a continuous 10mm gap at the eaves on a pitched roof of 15 degrees or more, and 25mm on a shallower or flat roof such as an extension or conservatory. Fit a solid soffit board with no vent strip and no over-fascia vent, and you have sealed the loft. The symptom arrives the following winter as condensation on the underside of the membrane and damp insulation. Requirement C2 of Schedule 1 to the Building Regulations 2010 requires the walls, floors and roof to adequately protect the building and the people in it from interstitial and surface condensation. Roofline replacement on its own is not usually building work, so C2 is not directly engaged by a soffit swap, but it is the right standard to hold a fitter to, and it applies outright if the soffit work forms part of wider notifiable roof work. Ask specifically whether continuous soffit vents or an over-fascia ventilation strip are included, and check before the boards go up, because after that you cannot see it.
The gutter goes back on the old fall. Replacing the gutter and reusing the existing bracket line reproduces whatever was wrong before. If the house has a history of overflow, a like-for-like refit fixes the appearance and nothing else. The quote should state that gutters will be re-set to fall, not just replaced.
Downpipes reused or left discharging at ground level. Downpipes are frequently left out of the price altogether, or refitted onto brackets that no longer line up with a new gutter position. Check that every downpipe appears on the quote with its connection at the bottom specified, whether that is a shoe onto a gully, a back-inlet gully or a direct connection.
Asbestos found on the day. Any roofline on a house built or refurbished before 2000 can turn out to be asbestos cement rather than timber or uPVC, and it is usually the fitter who finds out first. HSE treats the material type and the way it is worked as the thing that decides whether removal is licensed, and asbestos cement is generally lower risk than insulating board. The problem is not usually the removal, it is the surprise. Ask upfront what the fitter does if asbestos is identified, what the cost would be, and who arranges disposal. A firm that has never thought about it is a firm that will down tools mid-job.
Comparing three roofline quotes properly
Line the three up against the same measured roofline figure and work down four rows. First, metres: are all three pricing the same length, and does it match your own tape measure? Second, method: cap-over or full strip, stated per elevation. Third, access: scaffolding included, excluded, or silently assumed. Fourth, ventilation: soffit vents or over-fascia strip specified, or nothing.
If those four rows match, the remaining price difference is genuine and you can pick on guarantee and availability. If they do not match, you are not comparing quotes, you are comparing jobs.
